Ok, taking the topic at face value and omitting albums that are “plain industrial” or “industrial, but more rock than metal” - I’ll give it a shot.

The list would be really different if I were to include not-strictly-metal or more-rock-than-metal type albums. Like the only NIN album I love, namely the Quake soundtrack. Or The Mind Is A Terrible Thing To Taste which I would say is an industrial album. Internet sites in-the-know doesn’t even list the Dødheimsgard album as industrial metal. Silly. (edit: I forgot the album by Thorns, and that one must be included in this list.)
I listen to it often. Just because they employ guitars, doesn’t mean they are “Industrial Metal”. That’s my overall problem with this sub-genre designation. Marilyn Manson uses more guitars and I wouldn’t call them Industrial Metal either.
My list would just be occupied by Ministry, Godflesh and kmfdm since they pretty much invented the genre innovated it and watched all the wannabes jump on the bandwagon

I’d never heard of this band so I looked them up. They’re catchy and didn’t sound like anything I was expecting. They kind of remind me of Laibach, minus Milan’s deep voice. but the music sounds very Laibachy to me. cool band.
