Marilyn Manson is industrial metal and helped the genre reach a wide audience for a time.

I dont think the genre evolved. It peaked in the mid 90s and then fell off hard and completely lost its appeal. The fact that no one could elevate themselves to NINs level probably had something to do with that.
I think people tried to capitalize on Reznor’s success, quickly realized the record companies couldn’t really market these dreary industrial frontman dorks and it completely cratered an entire genre of wannabes. You see this with FLA’s Millennium. Sister Machine Gun and Randall’s embarrassing Reznor schtick. KJ. Prong. Chemlab. PIG, Prick.
Don’t get me wrong these are mostly great bands but they were shameless band wagoners when the scene shifted to metal
All that 90’s numetal was industrial adjacent but not a direct continuation of industrial metal.
