Don’t offer him a goddamned cent, as far as I’m concerned. I’m not a Dudley Do-Right bootleg hater. But I think bootlegs should at least offer something other (live recordings, lost tracks, demos, etc.) than the album track pressed on a single-sided record.
If you want a fancy wall decoration, fine. Spend whatever you usually pay for your Franklin Mint Norman Rockwell or John Wayne plates. But I assure everyone, this will never be worth more than the plastic it’s pressed on.

ETSY is definitely a more appropriate platform since it really is just craft art.
I suspect he’s using clear vinyl and just essentially encasing a nice printing of a band shot or album cover within the clear vinyl. You can actually go on YouTube and see how to copy records in old-school style.
I would suspect the sound quality (if anyone has ever even played one) is likely pretty horrible.
