I think all that is needed is permission from the publishing agency, who then sets up a percentage cut, then they pay the songwriter a percentage of said cut. I’ve never done this myself though, I think most people pays an agency who will do all of this work for them.
You just pay through publishing company, you do a blanket license based on estimated revenue as in what you project to sell via bandcamp downloads, physical CD sales, streaming, and then you can always increase that if it blows up. Musicians are barely compensated for their recorded music now so it’s less of a big deal than before the crash of the industry.

I like it!!! I remember LAETHERSTRIP was a constant spin at the goth/industrial clubs back in the mid-90’s when I’d go out for such shenanigans.
On the real, even though Ministry brought us crazy goons together, I might not have found this place were it not for Strip. I think I happened on a copy of Penetrate the Satanic Citizen at a used record place, bought it on a whim cuz that NAME, listened and was like “OK, I find crazy music a lot, also I just got internet at my house, let’s go nuts.” A few searches later led HERE?!
