I believe it’s the final version that leaked, and also that it’s a failed attempt at a cash grab while the name ministry still lives.
Even the last three albums weren’t big sellers, instead they almost costed more than they brought in, didn’t they? (I have no detailed information about this.)
So why should a uninspired, short cover album be the cash-cow now? I don’t think it would sell any better than TLS or RGB, but would drive off even the last hardcore fans.

You’ve got a point. But isn’t almost every album Al puts his hand on usually over-budget? Which could be a good reason why there’s no cash-flow. He probably realized this and figured, “I can sue the other guy and make a piece of the pie”, or “i’ll just release anything, doesn’t matter what it is, but i’ll release SOMETHING”. Maybe to make up for his losses, but that still qualifies as a cash grab.
And that sucks about the warner stuff. If Al were lucky, he would be able to do what sascha (kmfdm) did, and just buy back the rights of his back catalog (which had to have cost a shitload!). But Al probably can’t afford doing that, can he?
And when he released HOTM to TLS, I don’t think he ever had in mind or cared about the hardcore bands since the 80s, but rather gain a bunch of “heh heh, I hate bush, heh heh heh” kids to buy his albums, get some publicity again since he hasn’t really had a shitstorm of attention like he did in the 90s. A buck for buck! Just his way of PR and alienating the older fans is pretty ridiculous. And you’d figure, a bunch of fans from way back say “i’m not a fan of the newer stuff”, and he doesn’t care. Guess the hardcore loyal fans who have been around just don’t compare to metal hammer and all of the metal mags for the kids.
