i’m not sure but I think you can do it with iTunes. However, I no longer own a mac - but it seems like you could.
Look up Ease Audio Converter - it cross-converts pretty much every audio format. I’ve used it to convert some m4a’s to mp3 in the past. I still use it frequently to convert wavs to mp3, good program.

I use Quicktime Pro. You can open the .m4a in Quicktime, under the “Window” menu select “Show Movie Properties”. From there select just the audio track and click the “Extract” button. Save the newly extracted file as a .mov file. From there you can import it into iTunes and convert the file to AAC. Good luck!
