I hear this all the time as an “excuse” for letting criminals out before they do the time they were supposed to do. I think it’s a fucking cop out. Build more cells, hire more guards, cut back on expenses and luxuries that prisoners get on the inside. People who kill and are still dangerous should be locked up, people who have committed crimes like tax evasion should be made work their debt off to society and not be a further drain .
